Abstract

Community empowerment through the Alert Village program is a strategic effort to improve public health and family nutrition awareness. This study aims to analyze the implementation of the Alert Village program in Talun Village, Kemalang Subdistrict, Klaten Regency, focusing on community-based health efforts and nutrition-conscious family behavior. A qualitative case study approach was used to explore the phenomenon in depth within the local social and cultural context. Data were collected through non- participatory observation, in-depth interviews, documentation, and focus group discussions. The results reveal a high coverage of Posyandu services, with 90% of toddlers attending regularly. However, this contrasts with a low level of community understanding regarding Other Community-Based Health Efforts (UKBM). Furthermore, Village Health Posts (Poskesdes) are not functioning optimally, a situation largely attributable to the non-residence of midwives in the village. Several systemic barriers were identified, encompassing limited financial resources, insufficient coordination across sectors, and a lack of active community engagement. Despite these challenges, the study identified key assets, including a committed cadre of health volunteers and demonstrated support from village leadership. These findings contribute valuable evidence for crafting targeted health policies, especially in the context of rehabilitating communities after a volcanic eruption and reinforcing community-based health infrastructure. Consequently, we recommend: (1) improving mechanisms for cross-sectoral collaboration, (2) investing in comprehensive training for health cadres, and (3) establishing a framework for ongoing evaluation by local government authorities
